Not sure if this is an animation cel or style guide art (it makes more sense to be the latter, but also looks kind of cel-like to me). Anyway, somebody’s always selling Superfriends art on Ebay, which is where I found this.
Looks like somebody stuffed snow down the back of his pants.

Looks like a color chart for cel painting. So it’s probably a painted cel over the line art, so the painters would know what colors to use and where. It’s pretty clean though, often you’d get names or numbers pointing to the color areas for accuracy.
