Everybody in the future dresses badly, that’s one of the ways you can tell if something is ~futuristic~. I actually like that outfit though.
Piper was hanging out with him because he’d come back in time to (badly) prevent a catastrophe. He didn’t tell them this ahead of time, so they couldn’t actually help. The guy is really dim.
